Can a previous employer deny an employment verification letter?

I live in NY state and a previous employer refuses to give me a letter stating the dates in which I worked for the company. I have been informed by numerous people that employers are obligated to provide a letter (in NYS) which states the dates that I was employed at the company. In addition I hear that they are not obligated to include the stipulations of my termination but that they are obligated to provide this 'employment verification' letter. I've searched all over google and cannot find anything where I can site this from.
